• If you are 65 or over and reside in a district that has approved the Senior School Property Tax Credit, you make take the credit against regular school property taxes assessed on your primary residence. Overview property tax Credit here
  Note: Taxpayers must pay their property tax bill in full by the end of each tax year in our to qualify for this credit for the subsequent property tax year.

You must complete an application for the credit and submit it to the county in which you reside.  Applications will be mailed directly to taxpayers after districts notify the Department of Finance that they have approved the Senior School Property Tax Credit.   You can also access a copy of the Senior School Property Tax Credit application here. • In any proceeding before the Tax Appeal Board the burden of proof shall be on the taxpayer

• The unexcused absence of a party or his counsel at the time and place set out in the notice of hearing described in sub-paragraph (a) above will not be an occasion for delay. The proceeding may be dismissed for failure properly to prosecute or the hearing may proceed and the case be regarded as submitted on the part of the absent party or parties.

• Any proceeding, not requiring a hearing for submission of evidence (where sufficient facts have been admitted, stipulated or included in the record in some other way), may be submitted at any time on notice submitted to the Board and signed by all parties interested. The parties need not appear in person. The Board will then proceed to the consideration of the matter and upon request of the parties or on its own motion will fix a time for the filing of briefs.

• So long as the Board finds it to be administratively practicable, the Board shall endeavor to render a decision or determination or opinion with respect to any case or matter within 120 days of the matter being submitted to the Board.

Home Property Valuation Exemptions
ELDERLY PROPERTY TAX RELIEF AND EDUCATION EXPENSE FUND
Tax credit against regular school property taxes of 50 percent (up to $500). This credit may only be used against property taxes on a primary residence. The General Assembly appropriated $13 million for this program statewide, based on estimates of the number of qualifying senior households statewide.
EDUCATION EXPENSE AND PROPERTY TAX RELIEF FUND
House Substitute 1 for House Bill 1 established a $17.5 million fund for property tax relief and qualifying education expenses. Only districts that have achieved the targeted tax effort index can pass monies allocated to them under this program on to taxpayers in the form of tax relief.Districts may not use these monies for capital construction or debt service.

• Delaware does not assess a sales tax.
• No State or local general sales tax.
• No personal property or inventory taxes.
• Real property taxes are among the lowest in the country.
• Corporate income tax credits and reduction of gross receipts taxes for new and expanded businesses.
• Additional tax credits on corporate income and reduction of gross receipt taxes for new and expanding businesses locating in 30 targeted census tracts.
• Property tax relief for new construction and improvements of existing property.
• The exemption of certain investment and holding companies from corporate income tax.
• The adherence of the State tax structure to the federal definition of corporate net income so that companies may take full advantage of any federal tax law change, such as more rapid depreciation of newly purchased assets.
• Two approved foreign trade zones will allow the deferment of import taxes.
• Public Utility Tax rebates of 50% on increased consumption for qualifying industries, and reduced rate for manufacturers and agricultural processors.

• The top five states where the tax burden as a percent of income is the highest are: Maine (13.0%), New York (12.0%), Hawaii (11.5%), Rhode Island (11.5%), and Wisconsin (11.4%).  The United States average is 10.1%.  The District of Columbia is 12.2%.
• The five states with the lowest tax burden as a percent of income are: Alaska (6.4%) 50th, New Hampshire (7.4%) 49th, Delaware (8.0%) 48th, Tennessee (8.3%) 47th, and Alabama (8.7%) 46th. See effective state tax burden table
