Corzine vows to address property taxes THE ASSOCIATED PRESS Gov. Jon S. Corzine vowed today to immediately turn attention to property taxes when contention over his state budget proposal is resolved, offering shared government services and consolidating New Jersey's many local governments as possible solutions to the nation's highest such levies.

Speaking on a talk radio show Wednesday morning, Corzine defended his $31 billion budget plan, which includes $1.9 billion in tax increases and $2.5 billion in spending cuts, and said the state will tackle property taxes once a spending plan is approved. The state budget must be completed by July 1.

New Jersey residents pay the highest property taxes in the nation. New Jersey Governor Jon Corzine proposed a 7% sales tax, funding a record $30.9 billion state budget that includes an increase in the sales tax and new levies on alcohol and cigarettes and imposing a corporate business tax surcharge as well as other strong armed levies.

Corizine, the newly elected governor, campaigned on "tax increases are a last resort." The joke is on the voters again. Within 90 days after he was elected, Corizine proves he does not have the metal to challenge the fraud fill entitlement debt fissure and the courage to cut spending.

Property Tax Deduction/Credit
2003 Homestead Rebate/NJ SAVER Rebate. Eligible homeowners and tenants who pay property taxes, either directly or through rent, on their principal residence in New Jersey are eligible for either a deduction or a refundable credit on their New Jersey resident income tax return.
• 2004 FAIR Rebate for Homeowners / 2004 FAIR Rebate for Tenants Homeowners and tenants may be eligible for a deduction or credit even if they are not eligible for the FAIR rebate. Qualified residents may deduct 100% of their property taxes due and paid or $10,000, whichever is less. For tenants, 18% of rent paid during the year is considered property taxes paid. The minimum benefit is a refundable credit of $50.
Residents who file only the FAIR rebate application will automatically receive their property tax credit with their FAIR rebate.
Senior Freeze (Property Tax Reimbursement) The Property Tax Reimbursement (PTR) Program reimburses senior citizens or disabled persons for property tax increases. 
Home Property Tax Deduction for Veterans or Surviving Spouses
In 1999, voters approved a constitutional amendment to increase this deduction. Previously $50, the deduction increase is in $50 increments until reaching a maximum of $250: i.e. tax year 2000 deduction-$100; tax year 2001 deduction-$150; tax year 2002 deduction-$200; and tax year 2003 and thereafter deduction-$250.
$250 Real Home Property Tax Deduction for Senior Citizens, Disabled Persons or Surviving Spouses
An annual $250 deduction from real property taxes is provided for the dwelling of a qualified senior citizen, disabled person or surviving spouse (widow/widower).
Home Property Tax Exemption for 100% Disabled Veterans or Surviving Spouses
Certain permanently and totally disabled war veterans or the surviving spouses (widows/widowers) of such disabled war veterans and service persons are granted a full property tax exemption on their dwelling house and the lot on which it is situated.

• 6 bracket ranging from 1.4% to a high of 8.97%

State Sales Tax

• New Jersey sales tax is 6% (food, prescription drugs and non-prescription
drugs, clothing, footwear are exempt). Gasoline Tax: 14.5 cents/gallon


• The top five states where the tax burden as a percent of income is the highest are: Maine (13.0%), New York (12.0%), Hawaii (11.5%), Rhode Island (11.5%), and Wisconsin (11.4%).  The United States average is 10.1%.  The District of Columbia is 12.2%.
• The five states with the lowest tax burden as a percent of income are: Alaska (6.4%) 50th, New Hampshire (7.4%) 49th, Delaware (8.0%) 48th, Tennessee (8.3%) 47th, and Alabama (8.7%) 46th. See effective state tax burden table
