News TEXAS CITY — Residents enjoy break on city property taxes By TJ Aulds The Daily News Published January 23, 2006 " The developers of Grand Cay Harbor hope to build a 570-lot subdivision near the mouth of Moses Lake and Galveston Bay. The subdivision will be at the foot of the Texas City levee floodgate. As part of strategic partnership with Grand Cay, the city has agreed to disannex the 250 acres on which the development will sit. The reason, said city officials, was to prevent the city from having to create a Tax Increment Reinvestment Zone that would have frozen property values of Grand Cay at predevelopment valuations for up to 25 years. By doing so, though, the city will not have the ability to collect property taxes on the property.
