The homestead education tax rate in each municipality depends upon the local per pupil spending. Both the homestead and nonresidential education tax rates are adjusted by the local common level of appraisal. Each town will receive notice on or about June 30 of the education rates to be levied.

Property taxes in Vermont are 42.6 percent above the national average on a per-capita basis, and 55.5 percent above on an income basis. Vermont also uses the property tax to redistribute wealth to a far greater extent than any other state in the union.

All Vermont homeowners must file HS-131. The declaration identifies your property as a homestead and determines your school property tax rate. Form must be filed even if late. There is a late filing penalty of 1% of the correct school property tax that is billed and collected by the town.

"If your household income is $110,000 or less, you are probably eligible for a property tax prebate. Only about two-thirds of the people owed money apply. This may be due to the difficulty of filling out the Tax Department forms. Go to page 25 in your 2005 Vermont Tax Department booklet. You should have received the booklet in the mail, or you can pick one up at the post office. You will see a string of forms (HS-131, HS-138, and HI-144). You have to fill out these forms to get your prebate.

If you are a homeowner making less than $47,000, you may be eligible for further property tax reductions by filing form HS-139 (page 31 of your tax booklet). If you are a renter making less than $47,000, you can get a rebate of your property taxes that you paid through your rent. Again, you have to use another form, PR-141 (page 33). Education Property Tax Payment Application (a.k.a. “Prebate”)
Eligible Vermont residents can apply for a payment towards the current year’s school property tax. Household income of $88,000 or more generally are not eligible.

Property Tax Rebate Claim
Eligible Vermont residents can make a claim for a rebate of their school and municipal property taxes if household income does not exceed $47,000.

State Income Tax
• 5 brackets ranging from 3.6% to a high of 9.5%

State Sales Tax
• Vermont's general sales tax rate is 6% (medical items, food, equipment and fuel, residential fuel and electricity, clothing and shoes with a purchase price of $110 or less, prescription and non-prescription drugs are exempt). Local jurisdictions may add an additional 1%. Tax is 9% of prepared foods and restaurant meals and lodging. 10% on alcoholic beverages served in restaurants. Gasoline Tax: 20 cents/gallon



• The top five states where the tax burden as a percent of income is the highest are: Maine (13.0%), New York (12.0%), Hawaii (11.5%), Rhode Island (11.5%), and Wisconsin (11.4%).  The United States average is 10.1%.  The District of Columbia is 12.2%.
